I apologize for the poor quality of the picture but my webcam isnt too good and I didnt want to bug mum to use the scanner, and sorry that you can see a small portion of my finger. Anyway I'll just tell you some basic stuff about this guy
Raetsu Katsutoshi is a shinobi from the Hidden Waterfall Village, he was an active member of his village but not as active as many ninja before him. Raetsu was a well respected shinobi but not because he was from the Katsutoshi clan, it was because every mission he took or every action he made somehow was beneficial to the whole village which made him an ideal candidate for the Hiraku corps and its duties. In combat Raetsu normally hurls his large shuriken towards his opponent, most tend to avoid it so he normally takes a wrist attactched blade with him and even should that fail he falls back on his shuriken's deadly surprise. Being a Katsutoshi he is able to use the kekkei genkai of his clan which is astral projection, when he is in his projected form he is able to flow through any know material to man and along with that he is able to enter other people and control their body or damage it as he see's fit. To damage his opponent's body he merely needs to slide his hand into a part of the person's body and squeeze causing a natural body pain e.g cramps in the thigh, migranes and even stomach pains. Raetsu gets along with most members of Hiraku but they tend to find his constant calmness and laid back attitude to hinder their progress but respect him none the less. The only time Raetsu breaks face is when Oro annoys him with his metrosexuality or his comments on his jutsu choice(Water) claiming it is a useless element.
